For beginners, I always advise against getting "bogged down" with the technical stuff. For someone who's interested in operating a simple site, I say, use a simple CMS like Joomla or Wpress. Its less of a headache for them, rather than having to learn CSS. I personally believe that a website should cost you peanuts, and the big bucks should be spent on marketing. I have several of them on a variety of topics and go to them over most of the other books on my bookshelf when I need something. And I agree - I should have learned CSS much sooner too.
