The index.html file and style.css file should both sit inside the same folder. You open the index.html to make changes to the actual page. Open the style.css to make changes to global styles. You shouldn't have to create any folders. I provide them with the template. So if you just extract the folder I provided and open the two files you should be good to go. You only need one folder.
