If everyone (your readers) were to just create a website about a topic of "interest", that they enjoy. They would earn about....$8.00 from adsense monthly, if lucky. Now if people wanted to create some income, they're gonna need to create web content that drives people to them. "How To Make Money On The Internet" sounds more like a adsense topic for making money. Who cares about their interest in Tulip Bulbs, or Historic Airplanes. That junks out the door if you wan't to pay off that new car. The interest no longer lies in the topic, rather lies in the ability to make money and the topic creates it's own demand. Sort of like the MLM's, sell sizzle not steak.
